Mayor Okey Lucas receives posthumous award from Council of Governments

Mayor Okey Lucas posthumously received the Rio Grande Council of
Governments Elected Official of the Year Award on Sept. 20, 2013, in El
Paso, at the Ysleta Independent School District Central Office.

On hand was his daughter, Becky L. Brewster and his wife, Patsy Lucas
to accept the award. Mayor Lucas passed away on May 5, 2013.

Mayor Lucas was affiliated with the Rio Grande Council of Governments
since his first tenure as Mayor of Van Horn in 1984. During his time
with the Rio Grande Council of Governments, he served on the Board of
Directors, as President, and chaired several committees. Mayor Lucas was
very proud of the work that Rio Grande Council of Governments did for
its member governments and strived to engage other communities to
participate in identifying regional solutions for local communities.

He was very proud to serve on the Regional Review Committee, which is a position that is appointed by the Governor's Office.

The Committee was charged with scoring and ranking community development projects for the six-county region.

Many of the projects he scored and ranked can still be seen in Van
Horn, Texas today, whether it is the park, newly paved roads or upgraded
water systems. The elected officials and the staff of the Rio Grande
Council of Governments will sorely miss Mayor Lucas but will keep his
memory alive by doing good work for the communities in which we serve.
